It is the mission of the Fulton County Assessment Office to provide ethical, equitable and efficient services to all taxpayers. The Assessor’s Office will strive for professionalism, accountability and integrity while following all state and local statutes and guidelines.
Fulton County Assessment Office
The duty of the Fulton County Assessment Office is to value property for “ad valorem” tax purposes. Our goal is to ensure that all county residents receive fair and equitable assessments.
In terms of assessments, our office has two Deputy Assessors & the Chief County Assessment Officer, whom do the work of Township Assessors for most of Fulton County. The Deputy Assessors travel almost 900 square miles of land, discovering, listing and assessing taxable “real” property. Upon request, they will also review individual parcels for assessment inequities. The Chief County Assessment Officer values mostly commercial and industrial properties, commercial solar and wind farms, and any properties requiring special assessment techniques per State statute. Our office is also responsible for the valuation of farmland, in accordance with the certified values published by the Farmland Assessment Technical Advisory Board (FATAB) every year.
Our office acts as a central resource for county residents. Information on every parcel in Fulton County is available here, as well as maps of each parcel. The Assessment Office staff assists taxpayers with the filing of property tax exemptions and any questions they may have in understanding the property tax cycle in Illinois.
The Chief County Assessment Officer is also responsible for the publication of Assessment Changes for all parcels.
Fulton County Board of Review
By law, the Chief County Assessment Officer also serves as the Clerk to the Board of Review, and is required to docket, schedule and attend all Board of Review hearings, as well as serve as the custodian of all evidence for the Board of Review.
The Fulton County Board of Review is a “quasi-adjudicative” body that is tasked with reviewing the assessments & appraisals performed by the Township Assessors, County Deputy Assessors and Chief County Assessment Officer, as well as hearing complaints by taxpayers in reference to valuation and application of the Property Tax Code. The Board of Review is also the final review authority for all homestead exemptions in Fulton County. The Board of Review has the same powers as the Chief County Assessment Officer in relation to valuation and equalization.
The Fulton County Board of Review is comprised of three citizens of Fulton County, with various backgrounds in Real Estate, Property Assessment, Property Appraisals, and other related industries. Each Board of Review member has to complete a course & exam administered by the Illinois Department of Revenue, in order to serve. Board of Review members are appointed by the Chairman of the Fulton County Board, with the recommendation of the Chief County Assessment Officer.
