Julie was appointed as Chief County Assessment Officer in 2020. Prior to that, she served as an Appraiser for 11 years for Fulton County. In 2024, she was also appointed Supervisor of Zoning and Plat Act Officer.
Julie graduated from Lewistown High School in 2005, earned her A.A. and A.S. from Spoon River College in 2007, and earned her Bachelor of Arts in Communication from Western Illinois University in 2009. In 2019, she earned the CIAO-S designation from the Illinois Property Assessment Institute, and is currently a declared candidate for the A.A.S. designation from the International Association of Assessing Officers.
She has previously served as Area 2 Chair of the County Assessment Officers Association, and currently serves as their Legislative Representative. She served as President of the Illinois Chapter of the IAAO from 2024-2025, and currently serves on the IPAI State Conference Committee.
Most recently, she was appointed to the Board of Directors for the Illinois Association of County Officials, where she represents the CAOA.
In 2024, she was awarded the “Outstanding Achievement in Property Assessment (Small Jurisdiction)” award from the Illinois Property Assessment Institute, and shares the “2025 Chapter/Affiliate of the Year” award from the International Association of Assessing Officers with her fellow IL-IAAO Executive Committee Members.
In her free time, she enjoys cooking, spending time with friends, camping, hiking, traveling & attending her children’s numerous sports events. She is a die-hard St. Louis Cardinals fan and proud wife of a firefighter. Julie is a lifelong Fulton County resident, and currently resides in Canton with her husband, two children and two beagles.
