How to obtain a Consumer Distributor or Consumer Retailer Permit in Fulton County

Consumer Distributor or Consumer Retailer Permit applications are processed through the Fulton County Board Office. Consumer Distributor or Consumer Retailer Permit for eligible parties in Fulton County, outside of city limits, will have their applications placed on the next Fulton County Public Safety & Campground Committee agenda for review. All Consumer Distributor or Consumer Retailer Permit must be approved by the Fulton County Public Safety & Campground Committee and the Fulton County Board.

Eligibility

In order to be eligible for the Fulton County, IL Consumer Distributor or Consumer Retailer Permit, the place where you want to serve must be outside the boundaries of a town/village or city in Fulton County, IL. If you want to serve inside a town/village or city limits, please contact the Mayor or City Clerk of that particular town/village or city. RATE: A Consumer Distributor or Consumer Retailer Permit for one year is $50.00 per location once your application has been reviewed and approved.

INSURANCE: Each person receiving a Consumer Distributor or Consumer Retailer Permit must meet the condition that the applicant shall operate their place of business and conduct business in accordance with and shall observe the laws of the United States and the State of Illinois, and the rules and regulations described in this Ordinance.

1. Proof of insurance must be provided; a certificate of liability in the amount of $1,000,000.00 must be provided.
2. Name the property owner where the retail sales occur as an additional insured on the General Liability coverage
3. Proof of Workers’ Compensation from the retailer
4. Proof of Commercial Auto (transporting fireworks is hazardous) from the wholesaler and/or retailer

FINGERPRINTING: Fulton County shall have the right to require fingerprints of any applicant for a Consumer Distributor or Consumer Retailer Permit or for a renewal thereof other than an applicant who is an air carrier operating under a certificate of a foreign air permit issued pursuant to the Federal Aviation Act of 1958. For purposes of attaining fingerprints under this section, Fulton County Board office shall collect a fee and forward the fee to the appropriate policing body who shall submit the fingerprints and the fee to the Illinois Department of State Police.

• Schedule an appointment at the Fulton County Sheriff’s Office (309-547-2277) in Lewistown, Fulton County, IL to provide fingerprints as contemplated by 235 ILCS 5/4-7; and present at the time of the appointment for fingerprints a money order in the amount of $38.00 payable to the Illinois Department of State Police (Fee is subject to change without notice.) along with Fulton County Sheriff fee of $20.00 (cash only)
• Failure to submit to such fingerprint process or failure to make payment of the necessary fee to the Illinois Department of State Police will bar the applicant from obtaining a Consumer Distributor or Consumer Retailer Permit from the Fulton County.
• This requirement to provide fingerprints as contemplated by law will not be required of the applicant for subsequent, continuous renewal of the License issued by the Fulton County Liquor Control Commissioner. However, each new applicant will be required to submit fingerprints as required and contemplated by this Amendment to the “Fulton County Revised Ordinance of Liquor Control, and to pay the appropriate fee.

HOURS OF OPERATION: No Licensee shall sell or allow to be sold any pyrotechnic products at any time other than as set out below:

Monday through Thursday: 9:00 A.M. to Midnight.
Friday and Saturday: 9:00 A.M. to Midnight.
Sunday: 12:00 noon to Midnight
