How to obtain a Liquor License from Fulton County, IL:

The Fulton County Board Secretary processes the liquor licenses for eligible parties in Fulton County, IL outside of city limits and will then set a meeting with the Liquor Control Commission for review. All Liquor Licenses must be approved by the Fulton County Liquor Control Commissioner and Liquor Control Commission Committee.

ELIGILBILITY: In order to be eligible for the Fulton County, IL Liquor License, the place where you want to sell/serve must be outside the boundaries of a town/village or city in Fulton County, IL and in a legal wet Township of Fulton County. If the area of business you wish to sell/serve alcohol beverages is in a dry Township, your license will be denied. (If you want to sell/serve inside a town/village or city limits, please contact the Mayor or City Clerk of that particular town/village or city.) Once you have contacted the County Board Office and have talked with the Secretary to see what type of Liquor License you would like to acquire; the Class A, B, and C classifications and fees are as follows:

• Class A: For the sale of beer and all alcoholic liquors for consumption on the premises of licensee, as well as for the package sale of beer and all alcoholic liquors other than for consumption on the premises, in compliance with rules and regulations hereinafter set forth.
• Class B: For the package sale of beer and all alcoholic liquors other than for consumption on the premises of licensee, in compliance with rules and regulations hereinafter set forth.
• Class C: For the sale of beer and all alcoholic liquors for consumption on the premises for a period of up to and including ten consecutive days

RATES: All Licenses issued as of July 1, 2003 and thereafter, shall be payable in advance. The annual rate for a Class A License shall be ($1,000.00) and shall expire on June 30, of the following year. The annual rate for Class B License shall be ($750.00), and shall expire June 30 of the following year. The rate for a Class C License shall be ($150.00) and shall expire 10 day after issuance. The fee for any Class A or Class B license issued after July 1 of any year shall be prorated. The fee for any partial month of a Class A or Class B License shall be for a full month.

INSURANCE: Each person receiving a license, other than a Class C License shall furnish a bond in favor of Fulton County as aforesaid in the penal sum of ($1,500.00) conditioned that the applicant shall operate his place of business and conduct his business in accordance with and shall observe the laws of the United States and the State of Illinois, and the rules and regulations described in this Resolution, which bond shall have good and sufficient sureties to be approved by the Chairman of the Fulton County Board, or by such persons as may be hereinafter designated by the said Chairman.

FINGERPRINTING: The local liquor control commissioner shall have the right to require fingerprints of any applicant for a local license or for a renewal thereof other than an applicant who is an air carrier operating under a certificate of a foreign air permit issued pursuant to the Federal Aviation Act of 1958. For purposes of attaining fingerprints under this section, the local liquor control commissioner shall collect a fee and forward the fee to the appropriate policing body who shall submit the fingerprints and the fee to the Illinois Department of State Police.

1. Schedule an appointment at the Fulton County Sheriff’s Office in Lewistown, Fulton County, IL to provide fingerprints as contemplated by 235 ILCS 5/4-7; and present at the time of the appointment for fingerprints a money order in the amount of $38.00 payable to the Illinois Department of State Police. (Fee is subject to change without notice.)
2.  Failure to submit to such fingerprint process or failure to make payment of the necessary fee to the Illinois Department of State Police will bar the applicant from obtaining a license from the Fulton County Liquor Control Commissioner.
3. This requirement to provide fingerprints as contemplated by law will not be required of the applicant for subsequent, continuous renewal of the license issued by the Fulton County Liquor Control Commissioner. However, each new applicant will be required to submit fingerprints as required and contemplated by this Amendment to the “Fulton County Revised Ordinance of Liquor Control, and to pay the appropriate fee.

HOURS OF OPERATION: No Licensee shall sell or allow to be sold any alcoholic liquor at any time other than as set out below:

Monday through Thursday: 6:00 A.M. to 1:00 A.M.

Friday and Saturday: 6:00 A.M. to 1:30 A.M.

Sunday: 12:00 noon to 12:00 Midnight

New Year’s Eve and New Year’s Day: From 6:00 A.M. New Year’s Eve
to 2:30 A.M. on New Year’s Day
