Fulton County Joint Advisory Health Insurance Committee Minutes
September 27, 2023
Jane Boyd Building, 260 West Lincoln Street, Lewistown, IL
1. Call to Order – The meeting was called to order at 4:35 p.m. by Co-Chair, Lisa Thompson.
2. Roll Call – Committee members present were: Laura Kessel (4:42 p.m.), Barry Beck, Lisa Thompson, Patrick O’Brian, Katie Lynn, Mary Ellen Carmack, Jaclyn Webb, Amber McKenzie, Beth Hadsall, and Trudy Williams.
3. Approval of Previous Minutes- Motion was made by O’Brian, second by Beck to approve the minutes from the November 9, 2022 meeting. Motion carried by roll call vote (10-0)
4. Additions, Deletions, Corrections to Agenda – Motion made by O’Brian, second by Lynn to approve the agenda. Motion carried by roll call vote (10-0).
5. New Business – Stan Travelstead presented renewal and alternative rates. Blue Cross/Blue Shield came in with a renewal quote of 7.80% however, Stan was able to negotiate a rate of 3.50%. The committee was surprised and delighted to say the least. There was no change in the rates for the present carriers of the eye, dental, and life. Complaints were discussed about the lack of providers in the area who would accept the dental and the eye coverage. After discussion it was decided to get bids on eye, dental, and life insurance coverage at a later date because it is too early at the present time. Motion was made by O’Brian second by Beck to accept the renewal rate of 3.50% from Blue Cross/Blue Shield with the HRA.
Information and discussion ensued concerning an online enrollment portal. It was explained that it will streamline the enrollment process. Member McKenzie expressed that there will be push back from employees. However, it was stated that the County Clerk’s office would aid in the process.
Adjournment – Motion by Kessel, second by O’Brian to adjourn. Motion carried by roll call vote (10-0). Meeting adjourned at 5:22 p.m.
