3. Call for Additions/Deletions to and Approval of Agenda
Member Thompson moved to approve the agenda with a second from Member Kessel. Motion
carried by voice vote with all voting ayes.
4. Approval of Previous Minutes – September 5, 2023
Member Platt moved to approve the minutes from September 5, 2023, with a second from Member
Kessel. Motion carried by voice vote with all voting ayes.

7. Reports from Committee Chairs
a. Community Development, Zoning
Member Kessel reported the Bi-Centennial event is still waiting on a couple of invoices but projects
the county only spent around $1000 and the rest was covered by sponsorships. The Van Winkle
project is waiting on soil samples but is hopeful to have them before the board meeting.
b. Health
Member Platt reported that Clayberg received a letter from the IDPH regarding two days without
coverage, fines won’t be until 2025. 3 RNs and 1 LPN have been hired.
c. County Highway
Chairman Spangler reported that the committee accepted the bid from Peoria Metro for the
construction of the new Highway building. Co Hwy 2 is open for the Scenic Drive.
d. Finance, Insurance, Personnel, Legislative
Member Thompson reported two resolutions for the Highway building will be created as well as one
for the Public Defender Fund. The committee will be reviewing bids for a new insurance broker next
week.
e. Property, Public Safety
Member Williams reported that the committee accepted Clayberg’s bid for the FY24 Jail Meals.
Still limbo on Sally Port.
