Mr. Williams called the meeting to order at 7:32 a.m. at the Fulton County Highway Department, Canton, IL.

Call for Additions/Deletions to and Approval of the Agenda
Mr. Murphy made a motion with a second by Mr. Beck to approve the agenda. The motion passed (3-0).
Acceptance of Minutes of Previous Meeting(s)
A motion was made by Mr. Murphy and a second by Mr. Beck to approve the minutes from 9-5-23. The motion passed
(3-0).
County Engineer’s Report
Interviews for Hwy Maintainer II
CH 2 Bridge Opening
Maintenance Work – Cold Patching, Rip Rap, Mowing, & Snow Prep
Consent Agenda Items
a. Claims
b. Hwy 23-006 Resolution – Harris Township Culvert Replacement
A motion was made by Mr. Williams, a second by Mr. Murphy to approve the consent agenda items
and recommended they be put on the Board’s Consent Agenda. The motion passed (3-0).
Action Agenda Items
a. Highway Building Award
Munter reported 6 bids were reviewed on September 13, 2023. Peoria Metro Construction was low
bidder coming in at $3.83 million. Munter recommended award of base bid and all three alternates.
Funding proposal was discussed but will be formally presented at future finance and property
committee meetings. This action awards construction to the low bidder. Future items regarding
funding will be presented at full board meeting. A motion was made by Mr. Murphy, a second by
Mr. Beck to approve the action agenda items. The motion passed (3-0).
Other Business
Mr. Williams discussed rough transition from County Highway 22 to College Road. Munter explained the
jurisdiction change in pavement and will follow up with Buckheart road commissioner.

Mr. Murphy made a motion to adjourn at 8:00 a.m. with a second from Mr. Williams. The motion passed (3-0).
