3. Call for Additions/Deletions to and Approval of the Agenda
Member Southwood moved to approve the agenda with a second from Member Widger. Motion
carried by voice vote with all voting ayes.
4. Approval of Previous Minutes – September 5, 2023
Member Sloan moved to approve the minutes from September 5, 2023 with a second from Member
Southwood. Motion carried by voice vote with all voting ayes.
5. Announcements, Communications and Correspondence – None
6. Public Comments
Name: Connie Davis
Topic: Van Winkle Delay
Connie explained to the committee why the Van Winkle subdivision project was delayed due to
miscommunication and pending soil samples.
7. Claims/Financial Report
Member Widger moved to approve the claims with a second from Member Sloan. Motion carried by
roll call vote (4-0)
8. Zoning Office Report
Zoning Officer Emmons reported that The Zoning Office received $3,386.50 in revenue through
September 29, 2023. Fifteen new construction permits were received, and twelve initial construction
and five final construction inspections were performed. Fifteen plat act affidavits have been signed
and one subdivision plat will be coming to the Board for approval within the next month.
Approximately 140 consultations occurred over the phone regarding Zoning issues.
COMPLAINTS
The State’s Attorney is now reviewing the violations regarding Giant Goose Ranch.
PUBLIC HEARINGS
There will be a public hearing on the last Wednesday in October concerning a rezoning just outside
Canton to construct a storage bay facility.
9. New Business
a. Discussion/Action: Van Winkle Subdivision
Member Kessel moved to approve, pending soil samples and sign-off, with a second from member
Sloan. Motion carried by roll call vote (4-0)
b. Discussion/Action: Rezoning-09-08-25-3203-015- Howard Zimmerman
Emmons explained that Zimmerman would like the business and residential property rezoned to build
storage units outside Canton.
Member Sloan moved to send rezoning to the Zoning Board of Appeals with a second from Widger.
Motion carried by voice vote with all ayes.
10. Old Business
a. Discussion/Action: 200th Anniversary Recap
Member Kessel is working on the expense report for the bi-centennial but projects the county only
spent around $1000 – $2000, the rest was covered by sponsorships.
