2. Call for Additions/Deletions To and Approval of the Agenda
Member Bohler moved to approve the agenda with a second from Member Madson. Motion carried by roll call vote (6-0).
3. Approval of Previous Minutes – September 13, 2022
Member Bohler moved to approve the September 13, 2022 minutes with a second from Member Madson. Motion carried by roll call vote (6-0).

8. Claims
a. Sheriff
Sheriff Standard reported the total Sheriff claims were $15,519.65. Member Bohler moved to approve the claims with a second from Member Madson. Motion carried by roll call vote (6-0).
b. Jail
Sheriff Standard reported the total Jail claims were $27,967.94. Member Bohler moved to approve the claims with a second from Member Madson. Motion carried by roll call vote (7-0).
c. Animal Control
Sheriff Standard reported the total Animal Control claims were $4,251.51. Member Bohler moved to approve the claims with a second from Member Kumer. Motion carried by roll call vote (7-0).
d. Merit
Sheriff Standard reported the total Merit claims were $95.00. Member Bohler moved to approve the claims with a second from Member Madson. Motion carried by roll call vote (7-0).

a. ESDA Claims
Director Helle reported the total ESDA claims were $471.19. Member Bohler moved to approve the claims with a second from Member Kumer. Motion carried by roll call vote (7-0).

a. Discussion/Action: FY23 Jail Meal Bid Opening and approval
Sheriff Standard opened the bid received from Adair Café at $15.00 per day and the bid received from the Clayberg of $12.75 per day.
Sheriff Standard stated Adair Café did a good job and there were no issues. Sheriff Standard stated the current meals are at $13.50 per day from Adair Café.
Member Bohler moved to approve the Clayberg bid of $12.75 per day for the FY23 Jail Meal Bid with a second from Member Madson. Motion carried by roll call vote (7-0).
12. Campground
a. Campground Claims
Member Kumer inquired if the bulk fuel has been delivered for the winter. Superintendent Young stated the fuel was delivered and the fuel is winter blend.
Superintendent Young reported the first Campground claims were $14,911.77. Member Bohler moved to approve the claims with a second from Member Madson. Motion carried by roll call vote (7-0).
Superintendent Young reported the second Campground claims were $605.31. Member Bohler moved to approve the claims with a second from Member Kumer. Motion carried by roll call vote (7-0).

Member Arnett discussed having the Christmas trees on the courthouse lawn. Sheriff Standard did not see any issue with this and it adds a nice touch to the courthouse for December.
15. Fulton County Camping and Rec
a. Superintendent’s Report
Superintendent Young reported the playground equipment is scheduled to be delivered at the end of this October.
Over the last few years, the campground has removed several abandoned trailers. Young is happy to report that last month, the last abandoned camper was removed from the campground property.
The campground currently has no electric sites available and three non-electric sites are open to the public. There is an internal list of sites going through the bidding process for campsites. Out of nine sites, seven were reclaimed on Little Sister Loop.
The Campground has one active incident at this time. While fishing on the public access dock at the Pavilion area, a camper broke through one of the railings and fell into the lake. The camper cut their finger and had to have stiches. Immediate repairs were made to the dock, and improvements are in the works.
Superintendent Young is planning to do some trail clearing later in October.
The campground shower house will close November 1, 2022.
During the first weekend of the Scenic Drive, the campground had more campers than the second weekend. The campground did receive reservations from some of the guests for the same sites in 2023.
