3. Call for Additions/Deletions to and Approval of the Agenda
Member Southwood moved to approve the agenda with a second from Member Sloan. Motion carried by voice vote with all voting ayes.
4. Approval of Previous Minutes – October 3, 2023
Member Widger moved to approve the minutes from October 3, 2023, with a second from Member Southwood—motion carried by voice vote with all voting ayes.

7. Claims/Financial Report
Member Sloan moved to approve the claims with a second from Member Southwood. Motion carried by roll call vote (4-0)
8. Zoning Office Report
Zoning Officer Emmons reported that The Zoning Office received $4,986 in revenue through October, 2023. Thirteen new construction permits were received, and twelve initial construction. There were ten final construction inspections were performed. Six plat act affidavits have been signed and one subdivision plat will be coming to the Board for approval within the next month. Approximately 80 consultations occurred over the phone regarding Zoning issues.
COMPLAINTS
There are two situations before the State’s Attorney.
PUBLIC HEARINGS
There were two public hearings held in October. Thomas Walz received a conditional use permit to establish a 20-50 lot family cemetery on thirty acres just north and west of Farmington, Illinois. Howard Zimmerman requested a rezoning of some property from R2 to B just outside Canton. The ZBA recommended approval and it is coming to the full board on November 14.
There will also be a public hearing on November 15, 2023, at the Dunfermline Village Hall concerning conditional use permits for solar energy regarding Hickory Road I and II and Buckheart Solar.
9. New Business
a. Discussion/Action: Rezoning-09-08-25-3203-015- Howard Zimmerman
Member Southwood moved to send rezoning to the full Board with a second from Sloan. Motion carried by voice vote with all ayes.
10. Old Business
a. Discussion/Action: CDZ 200th Birthday Celebration
Member Kessel reported that the committee made around a $600 profit. Those funds will go towards framing the photos submitted for the photography contest that was held.
