EMERGENCY SESSION
November 30, 2022
Chairman Roger P. Clark called the Emergency Session, November 30, 2022, meeting to order at
5:02 p.m. in Courtroom 201 at the Fulton County Courthouse in Lewistown, IL.

Chairman Clark read the following statement:
In pursuant to the Illinois open meeting act, most meetings may only be held after a 48 hours Public Notice of the meeting. The exception to that rules is that a meeting may be held without 48 hours’ notice in the event of a bona fide emergency. The emergency in this case involves the possibility that individuals in the care of the county would be without proper food being provided to them. This information was not fully understood until about 10:45am November 30, 2022.
ADDITIONS/DELETIONS TO AGENDA
Member Madson moved to approve the agenda with a second from Member Bohler. Motion carried by roll call vote (13-0).
ACTION AGENDA
EXECUTIVE SESSION: Collective Negotiating Matters: 5ILCS 120/2 (C)(2): Litigation: 5ILCS 120/2 (C)(11):
Member Bohler moved with a second from Member Beck to go into executive session at
5:05pm. The motion carried by roll call vote (14-0).
Member Beck moved with a second from Member Bohler to return to open session at 5:37pm. The motion carried by roll call vote (15-0).
PUBLIC SAFETY & CAMPGROUND
a. Discussion/Action: Jail Meals
Chairman Clark stated the Clayberg’s request to relieve them of their obligation to provide the meals for the Fulton County Jail during the FY2022 – FY2023 fiscal year.
Member Thompson stated this does not make the union members look good to put the Fulton County Board in this position. When there are nursing patients at the Clayberg that need meals and depend on care and meals every day. The patients at the Clayberg matter and should have been considered.
Chairman Clark moved to approve the request to relieve the Clayberg of their obligation to provide meals for the Fulton County Jail for FY22 – FY23 with a second from Member Taylor. Motion carried by roll call vote (12-2) with Members Medus and Williams voting nay.
Chairman Clark moved to approve the Adair Café’s bid of $15.00 per day to provide meals to the Fulton County Jail during the 2022 – 2023 Fiscal Year, with a second from Member Duquenne. Motion carried by roll call vote (14-1) with Member Medus voting nay.
ADJOURNMENT
Time: 5:50pm
Member Beck made a motion to adjourn the meeting at 5:50pm with a second from Member Bohler. The motion carried with all present voting ayes (14-0).
