Roll call was taken, quorum was present
3. Call for Additions/Deletions To and Approval of the Agenda
Member Thompson moved to approve the agenda with a second from Member Beck. Motion carried by roll call vote (6-0).

11. New Business
a. Discussion/Action: Rules of Order
Member Thompson discussed the Rules of Order funds lists which is normally done by the P&L Committee, with the assigning responsibility for the accounts Member Thompson asked Finance to review and approve the list.
The changes to the Rules of Order are indicated as a light background and the added funds are included on the last page. Member Thompson inquired where Court Services – Dependent Children and who this should be assigned to Probation. Comptroller Miles agreed this Court Services – Dependent Children should be assigned to the Probation (fund 36).
Member Thompson discussed some of the funds have been crossed out and moved to other funds.
Miles discussed other changes to the funds for accuracy: the Jail, Merit and Animal Control all state the safety & campground and should be Sheriff. County Highway states county engineer and should be Highway Committee, Camping & Rec states Community Development and should be Public Safety & Campground Committee, Courthouse Renovation fund name changed to Courtroom Renovation and under the direction of the Administrative Judge, PSAP Support fund will remain with ETSB, Capitol Improvements Fund will be changed from Finance and Insurance to Property.
Member Thompson moved to approve the amended Rules of Order with a second from Member Duquenne. Motion carried by roll call vote (6-0).
12. Budget
a. Discussion/Action: FY 2022 – 2023 Budget
Member Spangler asked if there are any additional changes to the FY23 budget. No additional changes were made the to the FY23 budget. The adoption of the tax levies and annual appropriation is included in the budget.
b. Discussion/Action: Resolution of Annual Appropriation
Member McCullum moved to approve the resolution of annual appropriation with a second from Member Beck. Motion carried by roll call vote (6-0).
c. Discussion/Action: Resolution for Adoption of Tax Levies
Member Kessel moved to approve the resolution for Adoption of Tax Levies with a second from Member Thompson. Motion carried by roll call vote (6-0).

15. Assessment Report
Supervisor of Assessment Julie Russell, discussed the county will be publishing all township assessments on November 30, 2022. All complaints are due in the Assessment office by January 9, 2023 at 4:00pm.

Member Spangler discussed the procurement card application for the new sheriff and the Finance committee agreed to allow Treasurer Mayall to start the paperwork and the Finance Committee will approve the application at the next Finance Meeting on December 7, 2022.
Treasurer Mayall discussed when the current sheriff retires, the Sheriff’s office will be without a procurement card until the new sheriff can obtain one for the department. Mayall discussed the new card application could take up to two weeks to be approved and returned to Fulton County. Mayall asked the Finance committee to transfer the procurement card limit to the new application and give verbal agreement to proceed.
