3. Call for Additions/Deletions to and Approval of Agenda
Moved old business before chair reports
Member Thompson moved to approve the amended agenda with a second from Member Platt. Motion carried by voice vote with all voting ayes.
4. Approval of Previous Minutes – April 7, 2024
Member Thompson moved to approve the minutes from April 7, 2024, with a second from Member Heller. Motion carried by voice vote with all voting ayes.

7. Old Business
a. Discussion: Courthouse Renovations.
Peresze gave a overview of the 2023 life study report and gave a general estimate on what those option would cost today. Afterwards, the committee decide to reach out to the company that provided the life study report to see if more information on the structure can be provided. It was agreed that the the state of the structure integrity needed to be determined before any major work is done.
8. Reports from Committee Chairs
a. Community Development, Zoning
Member Southwood reported that the approval of the Bass Subdivision will be going to the full board and the two ordinance updates are going to the ZBA.
b. Health
Member Platt reported that the Clayberg is publishing trash pick up bids.
c. County Highway
Member Heller reported that the IDOPT audit has been finished. With weather being dryer, work on the new building is to be continued.
d. Finance, Insurance, Personnel, Legislative
Member Thompson reported that some transfers and setting the coroner salary will be sent to the full board, As well as appointments. The committee has started talking about the FY2025 Budget.
e. Property, Public Safety
Member Barclay reported that the committee would like to look into replacing carpets and windows in the Courthouse. As well has painting.
9. New Business
a. Discussion/Action: Resolution: Preston Harris – Appointment – JAHIC FOP representative
Member Southwood moved to approve with a second from Member Thompson. Motion carried by voice vote with all ayes.
b. Discussion/Action: Removal of Dunfermline-St.David Water and Sewer Commissioner
Chairman Spangler reported that under the provisions of 65 ILCS 5/11-136-1 et. seq., pursuant to 65 ILCS 5/3.1-35-10, the he is in opinion that the interests of Fulton County, demand the removal of the Commissioner for the following reasons, been advised to complete a audit, it has been more the ten years since one has been preformed, the commission is indebted to the City of Canton, the contract with the City of Canton, has been expired for 10 years and improper supervision of the payments and action taken my the Commission Treasurer.
No action needs to be taken by this committee, the removal will be formally reported to the Fulton County Board on May 14, 2024. The Board will be them with the opportunity to support or oppose such decision
