2. Roll Call
Roll call was taken, quorum was present
3. Call for Additions/Deletions To and Approval of the Agenda
Member Thompson moved to approve the agenda with a second from Member Beck. Motion carried by roll call vote (4-0).
4. Approval of Previous Minutes – February 22, 2022
Member Thompson amended the February 22, 2022 minutes on page 3 to state. The Clayberg is a self-supporting business and has $2.6 million in reserves.
Member Thompson moved to approve the amended minutes from February 22, 2022, with a second from Member Beck. Motion carried by roll call vote (4-0).

7. Claims
a. Discussion/Action: Claims
Member Kessel discussed the Bellwether claim and according to the contract the payment is not due until Fulton County receives the second payment from the US Treasury. Member Kessel feels the claim should be paid to avoid any late payment.
Member Duquenne stated the county should not pay the claim for services that have not been rendered and per the contract agreement the second payment is not due until payment is received from the US Treasury.
Member Kessel moved to approve the claims with a second from Member Beck. Motion carried by roll call vote (3-1) with Member Duquenne voting nay.

Member Thompson moved to approve the resolution with a second from Member Beck. Motion carried by roll call vote (4-0).

a. Discussion/Action: ARPA funds
Chris Helle, ESDA Agency Director/Acting ETSB Director, discussed the need to move the committee approved items to the Fulton County Board for a vote. The Veterans’ building HVAC system is expected to see a 7 to 8% increase. A similar situation for the F150 truck. The truck is acquired through the State of Illinois and the cost will increase the end of March approximately $10,000.00 to $12,000.00.
Member Kessel stated this was approved at the February 22, 2022 Finance meeting. The Finance Committee agreed to send this to the Fulton County Board for approval.
Member Kessel discussed another ARPA fund meeting is needed. The Finance Committee discussed March 14, 2022 at 5:30pm or March 24, 2022 at 5:30pm for potential meeting dates.

Treasurer Mayall discussed this finding was in the letter received by the auditors, Gray Hunter Stenn LLP.
Member Thompson moved to approve the resolution with a second from Member Duquenne. Motion carried by roll call vote (4-0) with Member Beck not present to vote.
