3. Call for Additions/Deletions To and Approval of the Agenda
Member Kumer moved to approve the agenda with a second from Member Sloan. Motion carried by roll call vote (7-0).
4. Approval of Previous Minutes – February 7 and February 21, 2023
Member Murphy moved to approve the minutes from February 7 and February 21, 2023 with a second from Member Berry. Motion carried by roll call vote (7-0).

a. Discussion/Action: Claims
Member Kumer moved to approve the claims with a second from Member Murphy. Motion carried by roll call vote (7-0).

a. Discussion: Overview of property tour of Jail, Courthouse and Old Dollar General
Member Williams recapped the tour with the committee of the Jail, courthouse and old Dollar General.
The committee will discuss a project list and prioritizing the projects to be worked on.
b. Discussion/Action: Proposal from Graham & Hyde Architects for courthouse Life Safety Study 2009 report
Member Kumer moved to approve Kiesewetter Insurance do the life safety study at the courthouse with a second from Member Murphy. Motion carried by roll call vote (7-0).

a. Sheriff
Sheriff Webb reported the Sheriff claims were $19,774.35. Member Sloan moved to approve the claims with a second from Member Kumer. Motion carried by roll call vote (7-0).
b. Jail
Sheriff Webb reported the total Jail claims were $28,223.38 and $1,739.71. Member Sloan moved to approve the claims with a second from Member Kumer. Motion carried by roll call vote (7-0).
c. Animal Control
Sheriff Webb reported the total Animal Control claims were $3,808.58 and $779.02. Member Sloan moved to approve the claims with a second from Member Berry. Motion carried by roll call vote (7-0).
d. Merit
Sheriff Webb reported the total Merit claims were $467.50. Member Kumer moved to approve the claims with a second from Member Sloan. Motion carried by roll call vote (7-0).

a. Campground Claims
Superintendent Young reported the Campground claims were $10,066.80 and $2,512.13. Member Berry moved to approve the claims with a second from Member Sloan. Motion carried by roll call vote (7-0).

19. Fulton County Camping and Rec
a. Superintendent’s Report – March report
Superintendent Young reported Spoon River Electric Cooperative completed a major line clearing project, which will not need to be done again for a decade. The campgrounds looks quite different with so much clearing completed. Trees and large branches not laying on a campsite is firewood
free for the taking.
After the February Committee meeting, the campground made the first round of calls on the waiting list and six electric camp sites have been filled. The 2023 waitlist has seven and the 2024 waiting list has eleven. Seven messages were not returned, five families are no longer interested and thirteen phone numbers are no longer in service. The first bidding from the current list will be March 10, 2023 with fifteen electric campsites and three non-electric campsites available to campers.
The meter readings for March have been taken and statements will be sent out.
Road work will start soon and some sections of the campground will be closed while the road work is being completed. The dates will be posted well in advance of the road closures.
Several of the campground upcoming programing events are finalized:
April
• Come Fly a Kite! Sunday, April 23, 2023, 1:00pm – 5:00pm – (while supplies last) rain date May 1, 2023.
• Morell Mushroom Contest* April 1, 2023 to May 5, 2023. A measuring station will be up soon!
May
• Veterans’ Fishing Derby! Sunday, May 28, 2023, 7:00am – 12:00Noon. Mark Reed officiating
• Natural Scavenger Hunt* May 1, 2023 to May 31, 2023, raffle prize for completed boards.
June
• Family Fishing Derby! June 10, 2023, 8:00am to 11:30am. Followed by Dr. Rob’s Wildlife presentation.

You recognized Roger Swango for tending to all the goose nests at the campground, and thanked Dan Daly, former Lieutenant with the Fulton County Sheriff’s Department, for giving the referral to Roger Swango. Between the campground adding and repairing nests and Roger’s attention, the campground should see improving water fowl populations. In previous seasons, the numbers have been down.
