3. Call for Additions/Deletions to and Approval of the Agenda
Member Southwood moved to approve the agenda with a second from Member Grigsby. Motion carried by voice vote with all voting ayes.
4. Approval of Previous Minutes – February 6, 2024
Member Southwood moved to approve the minutes from February 6, 2024, with a second from Member Sloan. Motion carried by voice vote with all voting ayes.

7. Claims/Financial Report
Member Widger moved to approve the claims with a second from Member Sloan. Motion carried by roll call vote (5-0)
8. Zoning Office Report
Zoning Director Emmons reported that The Zoning Office received $1,093 in revenue through February 2024, received ten permits, and conducted seven initial inspections and three final construction inspections. Two renewals were submitted for expired construction permits. There were about 74 consultations and approximately eight plat act affidavits signed. One subdivision plat for Bass will be coming in the future.

No complaints were submitted this month
PUBLIC HEARINGS
There will be a public hearing on the last Wednesday of this month about a conditional use permit for Tater Creek Wind Farm for a MET tower. This will help them determine whether the area near Ipava is viable for development.
Also, the ZBA will be holding a hearing for public comments on the newly drafted BESS ordinance and updated solar and wind energy pricing structure.
9. New Business
a. Discussion/Action-BESS Ordinance for Fulton County
Supervisor of Assessments Russel summarized the key points in the pending ordinance such as safety measures and pricing.
Member Grigsby moved to send to the Zoning Board of Appeals with a second from Member Southwood. Motion carried by roll call vote (5,0)
b. Discussion/Action-Pricing Information for solar and battery storage.
Conditional use permit fees for Solar, BESS, and wind start at $5,000, plus $1000 per every MW over 2MW. Not to exceed $250,000.
Building permit fees for Solar are based on total KW, BESS is based on total rated power capacity, and wind is based on vertical height per individual wind energy system.
Solar and BESS will start at $150 and wind will start at $25 per foot.
Member Southwood moved to send to the Zoning Board of Appeals with a second from Member Widger. Motion carried by roll call vote (5,0)
c. Discussion/Action-Conditional use permit for MET tower for Tater Creek Wind Farm
Member Grigsby moved to send to the Zoning Board of Appeals with a second from Member Sloan. Motion carried by voice vote with all ayes.
