3. Call for Additions/Deletions To and Approval of the Agenda
Member Beck moved to approve the agenda with a second from Member McCullum. Motion carried by roll call vote (3-0).
4. Approval of Previous Minutes – January 5, January 11, 2022
Member McCullum moved to approve the minutes from January 5, January 11, 2022 with a second from Member Beck. Motion carried by roll call vote (3-0).

7. Appointments
a. Discussion/Action: Resolution: Richard S. Birkey – Trustee Appointment – Wee-Ma-Tuk Water District
Member Beck moved to approve the resolution with a second from Member McCullum. Motion carried by roll call vote (3-0).
b. Discussion/Action: Resolution: Bob J. Ackerman, Jr. – Commissioner – Wee-Ma-Tuk Hills Drainage District
Member McCullum moved to approve the resolution with a second from Member Beck. Motion carried by roll call vote (3-0).
c. Discussion/Action: Resolution: William F. Phillips – Commissioner – Wee-Ma-Tuk Hills Drainage District
Member McCullum moved to approve the resolution with a second from Member Beck. Motion carried by roll call vote (3-0).
d. Discussion/Action: Resolution: Kim D. Smail – Commissioner – Wee-Ma-Tuk Hills Drainage District
Member Beck moved to approve the resolution with a second from Member McCullum. Motion carried by roll call vote (3-0).

Member McCullum moved to approve the resolution with a second from Member Beck. Motion carried by roll call vote (3-0).
8. Old Business
a. Discussion/Action: Procurement Card policy
Member Thompson discussed the Procurement Card policy was reviewed by IPMG legal and there were no findings. Member Thompson stated Fulton County States Attorney Jochums reviewed the Procurement Card policy and approved.
Member Thompson discussed Fulton County will have a total credit card limit and all procurement cards that are issued will need to fall within the credit limit.
Member McCullum moved to approve the Procurement Card policy with a second from Member Beck. Motion carried by roll call vote (3-0).
b. Discussion/Action: Holiday, Vacation, and Sick Leave policies
Member Thompson discussed the Holiday, Vacation, and Sick Leave policies were sent to the department heads for review and comments.
Member Thompson discussed the Highway Department holiday schedule needs to be verified before sending out for review. The Highway Engineer, Keith Munter sent comments and stated he will need to be able to write a contract for his supervisor. Member Thompson stated this should be an option as long as the Fulton County Board approves this at the time of hiring and this is stated in the contract.
Member Thompson stated the Circuit Clerk corrected the Court holiday schedule.
Member Thompson stated the only change to the vacation, holiday and sick policy is if an employee is under the grandfather clause. The agreement needs to be given to the treasurer within two weeks of the policy being approved to be effective.
Member McCullum moved to approve the Holiday, Vacation, and Sick Leave policies be sent to IPMG for legal review with a second from Member Beck. Motion carried by roll call vote (3-0).
9. New Business
a. Discussion/Action: Retiree Health MOU’s; Circuit Clerk, Clayberg, Courthouse, Highway, and Sheriff
Member Thompson discussed the MOU’s were written to have an agreement that anyone working for Fulton County would not be entitled to retiree health benefits until the retiree has served 10-years with Fulton County.
Member McCullum moved to approve the Retiree Health MOU’s; Circuit Clerk, Clayberg, Courthouse, Highway, and Sheriff with a second from Member Beck. Motion carried by roll call vote (3-0).
a. Discussion/Action: Group Medical Insurance and Life Insurance Policy
Member Thompson discussed the Group Medical Insurance and Life Insurance Policy was revised to match the MOU and eliminated the cost sheet to avoid maintenance on the policy. The resolutions are written annually for the shared cost on Group Medical Insurance and Life Insurance Policy.
Member McCullum moved to approve the Group Medical Insurance and Life Insurance Policy with a second from Member Beck. Motion carried by roll call vote (3-0).
