2. Roll Call
Roll call was taken, quorum was present
3. Call for Additions/Deletions to and Approval of Agenda
Member Deushane moved to approve the agenda with a second from Member Spangler. Motion carried by roll call vote (7-0).
4. Approval of Previous Minutes – January 5, 2022
Member Madson moved to approve the January 5, 2022 minutes with a second from Member Spangler. Motion carried by roll call vote (7-0).

6. Public Remarks
Name: Trudy Williams
Address: Canton, IL
Topic: Grievance S-22-1
Trudy Williams spoke about the grievance S-22-1 filed on February 15, 2022, regarding the shift sergeant filling a shift with a bargaining unit deputy and that all affected bargaining unit deputies be made whole.

9. Reports from Committee Chairs
a. Community Development
Member Bohler discussed a resolution was approved for Woody Road Subdivision.
b. Finance/Insurance
Member Spangler discussed the Finance committee approved $2,000,000.00 of ARPA funds for the Fulton County Highway building. The Finance committee is working on a proposal for a Fulton County Administrator.
c. Health
Member Kessel discussed there have been six deaths in Fulton County due to Covid.
The number of Covid positive cases is down in Fulton County. A survey at the Clayberg has been completed.
d. County Highway
Member Madson discussed County Highway 2 is closed at Coal Creek to replace the bridge.
The Fulton County Highway Department is working on patching pot holes throughout the county.
The IDOT audit is complete.
e. Property & Courts
Member Madson discussed the Property Committee reviewed a bid to remove several trees at the Courthouse.
f. Personnel & Legislative
Member Thompson discussed six appointments were approved and there will be a Special P&L meeting on March 8, 2022 for a late appointment that needs to be approved.
The Procurement policy is approved. Five MOU’s for retirees Health insurance have been approved, and for an employee to receive the health benefit the employee must complete 10 years of service for Fulton County.
g. Public Safety & Campground
Member Deushane discussed the Fulton County Campgrounds will open new bike and walking trails.

11. Misc.
Member Thompson discussed usage of golf carts and side by sides on county roads. There are other counties that have golf cart or side by side permit access and offer outings. People participating in the outings with their golf cart/side by side bring additional funds to businesses in these counties.
Chairman Clark discussed golf carts and side by sides that run on the Fulton County roads. Member Clark stated the City of Lewistown sells permits to drive golf carts or side by sides on the city streets.
