Member Kessel moved to approve the agenda with a second from Member Beck. Motion carried by roll call vote (4-0).

Member Thompson moved to approve the claims with a second from Member Kessel. Motion carried by roll call vote (4-0).
7. Old Business
a. Discussion/Action: ARPA funds
David Nidiffer from the St. David & Dunfermline Water and Sewer commission discussed the need for assistance for water and sewer projects in the Dunfermline and St. David. Mr. Nidiffer discussed the radial meter water project that was started four years ago and is yet to be finished due to the lack of funds and Covid restrictions. Covid hit and not every household could pay their water bills due to Covid sickness and some residents were even losing their jobs.
The areas that have the radial meters installed save on man power, time and money. The older water meters that breakdown are reading the meters in favor of the customer by showing the water consumption lower than what was actually used. This finding is costing the water commission money for water that is being used but not paid for.
Currently there are 270 meters that need to be installed to complete the project. Mr. Nidiffer discussed some of the water meters are over 40-years old.
Member Spangler inquired if the Water commission needs to be charging a facilities charge to purchase the new water meters.
Mr. Nidiffer stated with Covid many could not pay their water bills or the customers paid part of their water bill and this left the commission to continue to pay the full water bills. Gary Lightle stated the April water bills will start to show a surcharge for the purchase of new meters.
Member Kessel inquired if any dollar amount would help with the projects. Mr. Nidiffer stated any dollar amount would help the Water commission.
Member Kessel suggested Mr. Nidiffer contact the Community Development Facilities Program for rural areas. The grants offered are usually $25,000.00 that are given to communities. Member Kessel suggested calling the commission to see if the grant funds are still available. Member Arnett suggested contacting WIRC in Macomb, IL to see if any grants are available to apply for.
Member Spangler discussed what direction the committee would like to go and what projects the committee would like to be approved by the Fulton County Board.
Member Kessel discussed the women’s bathrooms at the courthouse need to be looked at. There is no hot water and are in need of a remodel. Member Kessel discussed getting a bid for the bathrooms.
Sheriff Standard discussed that years ago there was a $20,000,000.00 project for the courthouse.
The Finance committee asked that the previous Courthouse remodel plans be looked up and reviewed.
Member Spangler discussed an additional request was received from the City of Canton for W. Maple St. and W. Hickory Street water main replacement for $850,000.00.
Member Spangler asked if there any other requests for ARPA funds that the Finance committee would like to approve.
Member Spangler discussed the request for the bathroom project at the Fulton County Fair needs to get started to be completed by the Fair in July.
Member Kessel discussed if there are any projects that should be eliminated. Member Spangler discussed the Farmington lake dredge did not have the business proposal. The Finance committee agreed to remove this from the list of projects.
Member Spangler discussed the projects received from the City of Vermont.
The project that would make the most sense is $30,000.00 for the water plant maintenance.
Member Madson discussed the Ellisville Opera house stairs project and the there is a great need as there are numerous older people that are in attendance at the Opera house. The stairs are very steep and unsafe for an older person.
Member Spangler discussed the roof project at the Fulton County Health Department. The Finance committee would like to see an estimate of what a truss roof would cost and will review this again.
Member Spangler asked if the Finance Committee wants to take any additional requests for the use of ARPA funds. The Finance committee discussed and no additional requests for ARPA Funds will be taken.
Member Kessel moved to approve using ARPA funds of $40,000.00 for the Spoon River Scenic Drive with a second from Member Duquenne. Motion carried by roll call vote (5-0).
Member Kessel moved to approve using ARPA funds of $16,000.00 for the Dunfermline Water & Sewer Commission for the Water Hydrant project with a second from Member Beck. Motion carried by roll call vote (5-0).
Member Duquenne moved to approve using ARPA funds of $30,000.00 for the Ellisville Opera House lift with a second from Member Thompson. Motion carried by roll call vote (5-0).
Member Kessel moved to approve using ARPA funds of $30,000.00 for the Vermont water plant maintenance with a second from Member Duquenne. Motion carried by roll call vote (5-0).
Member Kessel moved to approve using ARPA funds of $23,000.00 for the old Cuba High School New HVAC with a second from Member Thompson. Motion carried by roll call vote (5-0).
Member Beck moved to approve using ARPA funds of $575,000.00 for the Fulton County Courthouse bell tower repairs, windows and air conditioner the with a second from Member Duquenne. Motion carried by roll call vote (5-0).
