July 19, 2022
Chairman Roger P. Clark called the Special Session, July 19, 2022, meeting to order at
6:02 p.m. in Courtroom 201 at the Fulton County Courthouse in Lewistown, IL.

Member Kumer moved to approve the agenda with a second from Member Berry. Motion carried by roll call vote (17-0).

ACTION AGENDA
HEALTH
1. Discussion/Action: Clayberg facility ventilation and Shower/Kitchen renovation
Member Kessel discussed this is for the remodel at the Clayberg and a summary of the project is included in the packet. The lowest bid was from Merit Construction of $577,000.00. The bid was reviewed and accepted at the Health committee meeting on July 11, 2022. Member Kessel was unaware of the bid deadline to start the project and this is the reason for the Special Board meeting.
Matt Longenecker discussed the project at the Clayberg is for the shower and kitchen renovations. The remodel will include the existing toilet and shower room east of the nurse’s station. This will include a secure storage room and an ADA toilet and new bathtub.
Matt discussed the remodel of the room northeast of the nurse’s station will provide an additional bathing facility that is required by IDPH.
The project also includes the replacement of two antiquated ground mounted HVAC units and ductwork for the cafeteria. Wall HVAC units that serves the main offices and lounge area will be replaced with new mechanical units to provide adequate fresh air.
A new makeup air unit in the existing kitchen and a new combustion air intake louver will be installed in the mechanical room.
Member Williams inquired what additional work is being done in the kitchen. Matt stated in the kitchen, the asbestos floor tile will be removed and a face lift will be done. This is part of a different bid that will be done at a later time. The intent is for the kitchen operation to move in to the therapy room while the current work is being done.
Member Kumer inquired with the asbestos removal, will a licensed contractor be needed. Matt stated a licensed contractor will be used for the removal of the tiles.
Member Hoke inquired if any of the resident room will be used during the renovations. Matt stated none of the resident’s rooms will be used for the work. Member Hoke discussed the women’s restroom needs to have a facelift as there are broken tiles that need to be replaced. Matt stated this was not in the current scope of work and the project could certainly be reviewed at a later date.
Member Hudson inquired how old are the air conditioner units and will the units be on the ground or roof. Matt stated the compressors will be on the ground.
Member Hudson inquired where the funds come from. Member Kessel discussed the Clayberg received Covid funds and has Capital funds being used for the projects.
Member Williams discussed the Jail meals and having the Clayberg start the meals December 1, 2022.
Member Kessel stated the Clayberg is intending to take over the Jail meals starting December 1, 2022 and with a new dietary manager this will make the meals possible.
Member Kessel moved to approve the lowest bid for Merit Construction for Clayberg facility ventilation and Shower/Kitchen renovation with a second from Member Duquenne. Motion carried by roll call vote (17-0).
PERSONNEL/LEGISLATIVE
1. Discussion/Action: Amendment to Vacation passed 7-12-2022
Member Thompson discussed the amendment to the vacation policy that will extend the grandfather clause date and allow employees to file the necessary papers by August 30, 2022.
Member Thompson moved to approve the Amendment to Vacation passed 7-12-2022 with a second from Member Platt. Motion carried by roll call vote (17-0).
2. Discussion/Action: Amendment to Personal Leave and Sick Leave Policy passed 7-12-2022.
Member Thompson discussed the amendment to the Personal Leave and Sick Leave Policy that was approved on July 12, 2022. This extends the date to file to August 30, 2022 and to change the verbiage from exempt employees to all non-union personnel.
Member Thompson moved to approve the amendment to Personal Leave and Sick Leave Policy passed 7-12-2022 and to extend the filing date to August 30, 2022 for non-union personnel with a second from Member Arnett. Motion carried by roll call vote (17-0).
EXECUTIVE SESSION: – None
MISC.
1. Discussion/Action: Updated Committee List
Chairman Clark discussed the change is to the JAHIC committee removing Tonya Holmes and adding Amber McKenzie.
Member Kumer moved to approve the Updated Committee List with a second from Member Deushane. Motion carried by roll call vote (17-0).
ADJOURNMENT
Time: 6:32pm
Member Kumer made a motion to adjourn the meeting at 6:32 pm with a second from Member Arnett. The motion carried with all present voting ayes (16-0) with Member Hoke not present to vote.
