Roll call was taken, quorum present.
2. Call for Additions/Deletions To and Approval of the Agenda
Member Bohler moved to approve the agenda with a second from Member Deushane. Motion carried by roll call vote (6-0).
3. Approval of Previous Minutes – November 22 & December 14, 2021
Member Bohler moved to approve the November 22 & December 14, 2021 minutes with a second from Member Kumer. Motion carried by roll call vote (6-0).
4. Announcements, Communications and Correspondence
Member Deushane wanted to reminded the committee that public remarks made during a committee meeting are not to be responded to from committee members. The committee should gather all the facts, then if needed the it will be added to the agenda for future discussion or action.

Topic: Campground Closure
Mr. Chick discussed that he is a season member at the Campground. During the Christmas holiday at the campground the electric was shut off. Mr. Chick inquired why the electric was off during this time.

7. Declaration of Surplus Property
a. Sheriff Radio’s
Sheriff Standard discussed there are 15 – 18 old radios that are UHF and VHF that are in the basement at the sheriff’s office. Sheriff Standard would like the opportunity to give the radios to a local fire department or another sheriff’s office that could use them. Sheriff Standard discussed for old electronics he may only get 03 to 05 on the dollar for recycling. The radios would be better used by someone that needs them.

Sheriff Standard reported the total Sheriff claims were $10,648.01. Member Bohler moved to approve the claims with a second from Member Madson. Motion carried by roll call vote (7-0).
b. Jail
Sheriff Standard reported the total Jail claims were $38,319.44. Member Bohler moved to approve the claims with a second from Member Kumer. Motion carried by roll call vote (7-0).
c. Animal Control
Sheriff Standard reported the total Animal Control claims were $2,837.06. Member Bohler moved to approve the claims with a second from Member Kumer. Motion carried by roll call vote (7-0).
d. Merit
Sheriff Standard reported the total Merit claims were $64.50. Member Bohler moved to approve the claims with a second from Member Kumer. Motion carried by roll call vote (7-0).

Director Helle reported the total ESDA claims were $279.49. Member Bohler moved to approve the claims with a second from Member Madson. Motion carried by roll call vote (7-0).

a. Discussion/Action: Contract for Police Services between Fulton County Sheriff’s Dept. and the County of Fulton and the Town/Village/City of Cuba
Sheriff Standard discussed this is the same as the previous contract. The only update to the contract is the salary.
Member Bohler moved to approve the Contract for Police Services between Fulton County Sheriff’s Dept. and the County of Fulton and the Town/Village/City of Cuba with a second from Member Madson. Motion carried by roll call vote (7-0).

a. Campground Claims
Member Deushane reported the Campground claims were $3,749.38. Member Bohler moved to approve the claims with a second from Member Madson. Motion carried by roll call vote (7-0).
Member Deushane reported the second Campground claims were $2,349.67. Member Bohler moved to approve the claims with a second from Member Arnett. Motion carried by roll call vote (7-0).

6. Fulton County Camping and Rec
a. Superintendent’s Report
John Young, Camping and Rec Superintendent discussed since the last committee meeting there have been no incidents reported to the office.
Recent wind storms have downed some limbs and a small, dead tree on a vacant campsite.
With the ice hardening, the Campground saw the first ice fisher folks of the season. The fish structure project will start soon. The plan is to add at least three underwater structures for fish habitats.
The Campground closure from December 24 to January 3, 2022 was broken up with several first time visitors, as a result, one family was added to the Campground waiting list. Superintendent Young will re-evaluate when and how time can be taken off at the Campground in the future.
The hiking trail work started the last week of December. One trail with a new public access area on the eastern bank of Lake Downing is 95% complete. The Red Barn trail head and first section was started, and weather has delayed the work. The goal is to add several miles of hiking/walking trails and some general-purpose trails.
The waiting list for 2022 is currently at fifty-three. Currently, one electric and three non-electric campsites are open. An electric site was fill in December and paid in full through 2023. At the start of the 2022 season, the campground will have thirteen electric and six non-electric sites open for bid.
The website design work is on-going for the campground and a major reworking of the Fulton County website will be starting soon.
The campground has trappers actively working this season and everyone is asked to not disturb their flags or traps.

Member Kumer discussed action is needed for the February Public Safety meeting regarding the two non-renewals for the campers.
Member Kumer would like to have the campers and Superintendent Young attend the meeting and discuss the issues for the non-renewal.
