3. Call for Additions/Deletions To and Approval of the Agenda
Member Thompson moved to approve the agenda with a second from Member Beck. Motion carried by roll call vote (5-0).

5. Announcements, Communications and Correspondence
a. Ike Hackett, President Spoon River Valley FOP Lodge #427
Mr. Hackett discussed he is the president of the Spoon River Valley FOP Lodge #427 and there are nine counties and 32 police agencies that are part of the FOP. Mr. Hackett discussed there several counties around Fulton County that offered COVID -19 hazard pay to the sheriff’s offices from the ARPA funds. Mr. Hackett discussed that Jail employees, EMS and others did not have the chance to work remotely and are put into danger every day. Cass County awarded their employees a $4,000.00 increase in pay and gave step increases to the Sheriff’s office employees up from 2.75% to 3.125%. Mason County gave all the Sheriff’s employees $3,000.00 and McDonough County gave all the Sheriff’s employees $2,500.00. Mr. Hackett stated it is up to the Finance committee to consider hazard or premium pay for the Sheriff’s employees.

Topic: Bonus Pay for employees
Trudy William addressed the Finance committee regarding all Fulton County employees. The ARPA money allows premium pay to employees. Trudy is speaking for the Courthouse, Sheriff’s department, Clayberg and all Fulton County Employees. As Mr. Hackett stated all employees are facing a greater risk of infection from COVID-19. Breakthrough infections have occured throughout the Courthouse, Clayberg and Sheriff’s department. All employees face the public everyday with little or no protection from Covid. The county employees have kept Fulton County running through Covid with no breakdown in public services. Trudy stated all Fulton County employees should receive premium pay.

Member Thompson moved to approve the claims with a second from Member Bohler. Motion carried by roll call vote (7-0).

a. Discussion/Action: ARPA Fund
Member Spangler asked Ike Hackett to speak regarding the other Counties’ premium pay to first responders and sheriff’s offices.
b. Discussion/Action: COVID Bonus pay for employees
Member Spangler discussed there will be a special Finance meeting to discuss this on January 25, 2022 at 5:30pm.
11. New Business
a. Discussion/Action: Procurement Card policy and Application/Agreement
Member Thompson discussed the procurement card policy and the application/agreement materials. Once the procurement card policy and the application/agreement are approved by the Finance committee all materials will be sent to IPMG for review. Once the policy, application and agreement materials have been approved by IPMG. They will be put on the Fulton County Board agenda for approval.
Member Duquenne moved to approve that the procurement card policy and application/agreement be sent to IPMG for approval, with a second from Member Beck. Motion carried by roll call vote (7-0).

Julie Russell, Supervisor of Assessment, reported the GIS parcel maps have been updated. The Assessment office is assisting the Fulton County Clerk’s office with the redistricting maps for Fulton County.
