Member Thompson moved to approve the agenda with a second from Member Beck. Motion carried by roll call vote (5-0).
4. Approval of Previous Minutes – January 5 and January 11, 2022
Member McCullum moved to approve the Minutes from January 5 and January 11, 2022, with a second from Member Thompson. Motion carried by roll call vote (5-0).

a. Discussion/Action: Claims
Member Beck moved to approve the claims with a second from Member Duquenne. Motion carried by roll call vote (5-0).

i. Discussion/Action: Resolution: $577.00 Immediate Emergency From: Unappropriated Funds in the General Fund To: #001-074-535105, Humane Society Revenue to Canton
Comptroller Miles discussed this is a shared revenue and expense between Fulton County and Canton, IL. This is based on a certain percentage of revenue for animals that are picked up the amount budgeted is short of the amount owed Canton.
Member McCullum moved to approve the resolution with a second from Member Beck. Motion carried by roll call vote (5-0).

10. Old Business
a. Discussion/Action: ARPA funds
Member Spangler discussed there have been numerous requests for ARPA funds. The Finance committee will review all the ARPA requests and discuss at the February 22, 2022 Special Finance committee meeting at 5:30pm at the Fulton County Board office.
b. Discussion/Action: COVID Bonus pay for employees
This will be discussed at the February 22, 2022 Special Finance Meeting.
11. New Business
a. Discussion/Action: FC Small Business COVID-19 Relief Grant program
Member Thompson stated great work by Cole McDaniel from SRPED on the Fulton County Small Business COVID-19 Relief Grant Program.
Clerk O’Brian discussed the funds were approved and this is approval for the program to get relief to the small businesses of Fulton County.
Member Thompson moved to approve the Fulton County Small Business COVID-19 Relief Grant Program with a second from Member McCullum. Motion carried by roll call vote (5-0).
b. Discussion/Action: Hiring County Administrator
Member Thompson discussed a draft of the job description has been completed for this job and why the Finance committee should consider the position. The information will be emailed to the Finance Committee to be discussed at the March 2, 2022 Finance meeting.
c. Discussion/Action: Resolution: Fulton County – Village of Bryant Intergovernmental Agreement for Strom Water Project
Clerk O’Brian discussed Fulton County was waiting on information from the Village of Bryant’s attorney regarding that Fulton County is not the decision maker of this project. Fulton County is only providing the $300,000.00 for the project. The $300,000.00 is the maximum amount of funds Fulton County will provide for this project.
Member Thompson moved to approved the resolution with a second from Member Duquenne. Motion carried by roll call vote (5-0).
d. Discussion/Action: RFP for Broker of Record Health Insurance – 3-year term
Member Spangler discussed the reason for the RFP for a broker for health insurance would be to get insurance quotes from a single source and all the quotes would be presented to the Joint Advisory Health Insurance Committee to give consistency.
Member Thompson discussed that with a longer term for the insurance this may give the better rate on the insurance cost.
Member McCullum moved to approve the RFP for Broker of Record Health Insurance – 3-year term
with a second from Member Beck. Motion carried by roll call vote (5-0).
e. Discussion/Action: Resolution: Polling place __cpLocation change Canton Precinct 12 to St. Mary’s Gym
County Clerk O’Brian discussed the polling place would change from the Donaldson Center to St. Mary’s Gym. This would make the polling place more centrally located in the precinct.
Member Duquenne inquired with the polling place change how will the voters in this precinct be made aware of the change. Clerk O’Brian stated new voters’ registration cards will be mailed out to the voters in the precinct and ads will be run in the newspaper.
Member McCullum moved to approve the resolution with a second from Member Duquenne. Motion carried by roll call vote (5-0).
f. Discussion/Action: Resolution: Trustee Parcels
Member Thompson moved to approve the resolution with a second from Member Beck. Motion carried by roll call vote (5-0).
12. Transit
Controller Miles discussed the FY23 applications are open and the resolution will be presented in March and the applications are due on April 1, 2022.
13. Treasurer’s Report
Treasurer Mayall discussed the audits continue to take place and the workman’s compensation audit is on February 9, 2022.
14. Assessment Report
Julie Russell, Supervisor of Assessment discussed the Board of Review closed on February 7, 2022.
The multiplier is set and the final abstract should be done next week to send to the Fulton County Clerk by the February 11, 2022.
15. Executive Session: Executive Session: Real Estate Matters: 5ILCS 120/2(c)(5)
Clerk O’Brian discussed there was a previous executive session regarding this matter and to save time this could be discussed at the Fulton County Board meeting.
Member Spangler agreed the executive session will be discussed at the Fulton County Board meeting.
16. Misc.
a. Discussion/Action: Real Estate Matters with Fred Palin
Member Spangler stated this will be discussed at the Fulton County Board meeting.
