2. Roll Call
Roll call was taken, quorum was present
3. Call for Additions/Deletions to and Approval of Agenda
Member Thompson moved to approve the agenda with a second from Member Kessel. Motion carried by roll call vote (6-0).
4. Approval of Previous Minutes – January 3, 2023
Member Kessel moved to approve the minutes from January 3, 2023 with a second from Member Thompson. Motion carried by roll call vote (6-0).

9. Reports from Committee Chairs
a. Community Development, Zoning
Member Kessel reported the Community Development, Zoning committee will have a special meeting January 30, 2023 to discuss the 200th Anniversary celebration for Fulton County.
Cole McDaniel from Spoon River Partnership for Economic Development is working on a 1 page document to provide to any solar companies inquiring about possible projects in Fulton County.
The Zoning Board of Appeals will have a public hearing for a conditional use permit for Leeward Energy regarding a big solar project in Fulton County. The public hearing will be held at the Fulton County Farm Bureau building in Lewistown, IL on March 1, 2023 at 6:00pm.
The committee is working on ideas for 200th Anniversary and the celebration event will likely be held at the Fulton County Fair Grounds in Lewistown, IL sometime in August or October. The committee is also discussing smaller events around Fulton County for the 200th Anniversary celebration.
b. Health
Member Platt reported the Clayberg is working on an RFP for the Wander Guard system. The employee wages for LPNs were discussed due to the CNAs receiving a substantial pay increase from the State of Illinois. CNAs with 6 years of more are making approximately $25.84 per hour and the current LPNs pay scale is approximately $27.00 to $28.00 per hour. The LPNs wages will be discussed as part of the union negotiations.
The RNs pay is approximately $31.00 per hour. Currently, it is difficult for the Clayberg to find RNs to work 7 days a week 24 hours a day with the pay scale being so close in to CNAs.
The Clayberg has to have an RN on every shift and with the shortage of RNs, agency help has been hired and the approximate hourly rate is $101.00. Management is checking the area wages as a comparison with other facilities. The Clayberg management will report the findings to the Health committee at the March meeting.
c. County Highway
Member Heller reported the Fulton County Highway Department is doing tree and gravel work throughout Fulton County. Currently there is a surplus of salt and the Highway Department is looking to store the excess salt for the 2023 winter use.
There is a small bridge culvert project that will cost approximately $30,000.00.
d. Finance, Insurance, Personnel, Legislative
Member Thompson reported financial policies are being worked on for the General Fund Emergency Appropriations and General Fund Contingency Funds.
The part-time Fulton County Administrative Assistant and Administrator will be discussed at the March Finance meeting.
A tele-work policy is being discussed.
e. Property, Public Safety
Member Williams reported there will be a special committee meeting the will include a tour of the Courthouse, Jail and Old Dollar General. The tour will review storage, building interior and general space at each building.
A life safety study was discussed at the committee meeting for the Courthouse. Bill Phillips stated the study would take 35 to 40 hours would cost approximately $5,000.00.
Member Williams is contacting the county’s insurance carrier to discuss a study being done for the courthouse.
The committee will tour the Campground in the spring.
