Member Kessel moved to approve the agenda with a second from Member Beck. Motion carried by roll call vote (6-0).

Member Kessel moved to approve the claims with a second from Member Southwood. Motion carried by roll call vote

a. Discussion/Action: Insurance for FCRT Vehicles
Member Thompson discussed the FCRT insurance and how ICMRT can reduce the cost of the insurance for commercial auto coverage being paid by $23,000.00. Comptroller Miles discussed FCRT policy is currently through April 4, 2023. The new insurance policy would take affect from April 4, 2023 to December 1, 2023.
Member McCullum moved to approve the Insurance for FCRT Vehicles pending the formal documents being received with a second from Member Heller. Motion carried by roll call vote (7-0).
9. New Business
a. Discussion/Action: Resolution: Authorizing Execution and Amendment of Section 5311 Grant Agreement
Comptroller Miles stated this is part of the Federal transit grant application that is done every year.
Member Beck moved to approve the resolution with a second from Member Southwood. Motion carried by roll call vote
(7-0).
b. Discussion/Action: Cyber liability insurance renewal
Member Thompson discussed the Cyber Liability Insurance renewal was done on February 12, 2023 to avoid the county being without insurance. If the committee does not approve the renewal, the county will receive a full refund for the Cyber Liability Insurance. The Cyber Liability Insurance increased $7,516.00 due to the county not having multi factor authentication. The County Clerk is working on some software changes that include a different email system and Office 365.
Member Kessel moved to approve the cyber liability insurance renewal with a second from Member McCullum. Motion carried by roll call vote (7-0).
c. Discussion/Action: Ordinance: Open meeting multimedia
Member Thompson discussed the ordinance for multimedia is to ensure everyone is aware of the Open Meetings Act.
Member Kessel moved to approve the ordinance with a second from Member Heller. Motion carried by roll call vote (7-0).
d. Discussion/Action: Spyglass agreement
Member Thompson discussed the Spyglass agreement is an outside company that audits Fulton County’s internet, phone and wireless bills for overage charges. Spyglass stated when errors are found in the bills, Spyglass would receive half of the recovered money. For yearly bills with service savings, Spyglass would receive 12 times any fees recovered and the same would apply to cost reduction savings on yearly bills.
Fulton County can choose to accept the savings or not for no charge. The only change to the Spy glass agreement is the billing from 10 days to 30 days.
Member Platt moved to approve the Spyglass Agreement with a second from Member Beck. Motion carried by roll call vote (7-0).
e. Discussion/Action: Ordinance: Bond Abatement
Member Thompson discussed the county levies for the taxes to pay the bond. And the county pays the bond with the taxes that are collected until the bond is paid.
Member Southwood moved to approve the ordinance with a second from Member Beck. Motion carried by roll call vote (7-0).

12. Treasurer’s Report
Treasurer Mayall discussed the Work Comp Audit had significant overtime at the nursing home and sheriff’s office.
13. Assessment Report
Supervisor of Assessment Julie Russell reported the Board of Review ended their session today for the FY22 year. The DOR will be sent to the County Clerk by February 17, 2023.

a. Discussion/Action: Resolution: Austin Rhodes – Fulton County Coroner
Member Thompson discussed the replacement for Steve Hines, Fulton County’s retiring coroner. Member Thompson discussed Austin Rhodes’s qualifications are: 7 years deputy Coroner, Paramedic for Mason District Hospital and 10 years Assistant Fire Chief for Buckheart Fire Department.
Member McCullum moved to approve the resolution with a second from Member Heller. Motion carried by roll call vote (7-0).
