Chairman Spangler called the Regular Session, December 12, 2023, meeting to order at 6:33 PM in Courtroom 201 at the Fulton County Courthouse in Lewistown, IL.

ACTION AGENDA
TREASURER’S REPORT
Treasure Mayall reported that there was $53,587,136.61 collected in taxes. Fulton County received $7,677,717.10 of those monies. ARPA funds are still being spent. The yearly transfer from Working Cash to the Mental Health fund has been done.
COMMUNITY DEVELOPMENT, ZONING & 200TH ANNIVERSARY
Member Kessel reported that the Zoning Board of Appeals approved conditional-use permits for four solar projects within the County.
COUNTY HIGHWAY
Member Heller reported that the highway department is working on gravel roads and cutting back shoulders.
FINANCE, INSURANCE, PERSONNEL, LEGISLATIVE
a. Discussion/Action: Landfill Solar Lease
Chris Jump summarized the lease and the full project. It was ensured that the EPA and testing would be involved in the process to ensure no damage is done to the cap.
Member Thompson made the motion ordaining that entering into the “Option to Solar Energy Lease and Leasehold Interest in Area Agreement, “Memorandum of Option to Solar Energy Lease and Leasehold Interest Area Agreement”, “Solar Lease and Leasehold Interest Area Agreement,” and “Memorandum of Solar Lease Agreement,” is in the best interest of Fulton County, and for Fulton County to enter into those agreements with Arrow Solar Development, LLC, and for the Fulton County Board Chairman be given the authority to enter into those agreements on behalf of Fulton County, and to make revisions thereto that do not change the length or payment terms of the agreement, and for the County Board Chairman to act pursuant to Paragraph 13.3 of the Agreement. Member Kessel seconded the motion. Motion carried by roll call vote. 12 ayes, 1 Nay, and 1 Abstained.
b. Discussion/Action: New Payroll Policy
Member Thompson moved to approve the new policy with a second from Member Murphy. Motion carried by roll call vote (13-1)

Member Williams reported that the roads out at the campground has been fully graveled. The Courthouse Clock Tower is being looked into.

a. Discussion/Action: Approval of 2024 Meeting Schedule
Member Kessel moved to approve the 2024 meeting schedule with a second from Member Murphy. Motion carried by voice vote with all ayes.
b. Discussion/Action: Approval of 2024 Committee List
Member Thompson moved to approve the 2024 Committee list with a second from Member Beck. Motion carried by voice vote with all ayes.

Member Murphy moved to adjourn at 7:36 PM with a second from Member Sloan. Motioned carried by voice vote with all ayes.
