Member Kessel moved to approve the agenda with a second from Member Southwood. Motion carried by voice vote all ayes.

Member Southwood moved to approve the claims with a second from Member Beck. Motion carried by roll call vote (5-0).

Member Southwood moved to approve the ARPA claims with a second from Member Kessel. Motion carried by roll call vote (5-0).

Member Platt moved to approve appropriation with a second from Member Southwood. Motion carried by roll call vote (5-0).
10. Old Business
a. Discussion/Action Landfill Solar Lease
Chris Jump and Mike Musso summarized the lease and the full project. It was confirmed that the EPA and testing would be involved in the process to ensure no damage is done to the cap. If damage to the cap is sustained, the county will not be responsible.
Member Kessel moved to send to the full board with a second from Member Southwood. Motion carried by voice vote with all ayes.

15. Treasurer’s Report
Treasurer Mayall reported money was moved to cover Mental Health for an internal loan, the pay period has been changed, and the 2023 year will be closed out and W2s will be prepared.
16. Assessment Report
Supervisor of Assessments Russell reported that printing publication notices for 2023 has begun and is on track to meet the January 3rd publishing goal.
