2. Roll Call
Roll call was taken, quorum was present
3. Call for Additions/Deletions to and Approval of Agenda
Member Kessel moved to approve the agenda with a second from Member Thompson. Motion carried by voice vote with all voting ayes.
4. Approval of Previous Minutes – June 6, 2023
Member Kessel moved to approve the minutes from June 6, 2023with a second from Member Platt. Motion carried by voice vote with all voting ayes.

7. Reports from Committee Chairs
a. Community Development, Zoning
Member Kessel reported the 200th Anniversary is 1 month away and to please tell all your friends and colleagues.
Food vendors are needed and more sponsorships are needed for the event.
b. Health
Member Platt reported the Health committee is going to take a more active role at the Clayberg with employee issues.
The Clayberg website is still having issues connecting to the Fultoncountyil.gov website. Diane Keime is working with IT to correct the issue.
Additional meetings will be held at the Clayberg for the short term to determine solutions for employment issues and personnel issues.
c. County Highway
Member Williams reported the bridge at Robins Road will be replaced. The State of Illinois will pay 80%, the County 10% and the Township 10%.
The bids for the new Highway Building should be in by Mid-August.
Cole McDaniel of Hometown Consulting found a Federal Grant for rock and chip for county roads.
d. Finance, Insurance, Personnel, Legislative
Member Thompson reported 2 appointments have been approved. The RFP for the auditor will be on the September Fulton County Board agenda for approval. Member Thompson stated there was only one response to the RFP.
An Intergovernmental agreement for MTAD District #2 was approved for 2023- 2024 assessment services.
An Amendment to the Rules of Order was approved for public speaking, allowing more than one citizen to speak on the same topic.
e. Property, Public Safety
Member Williams reported the rate increase at the campground will be rescinded as more work is needed.
The Sally Port for the jail will be a project to be worked on as this is a safety issue for officers.
The green house next to the Sheriff’s Office will be demolished. The estimate of $14,050.00 was received by Kinsel Trucking and Excavating. The inspection for asbestos at the house will cost approximately $900.00 and the cost is pending the asbestos report and demolition can start in the next 3-4 weeks.
f. Liquor
Chairman Spangler reported 5 gaming licenses and 1 class C liquor license were approved by the committee.

10. Misc.
Chairman Spangler reported there was a Co2 pipeline meeting held at the Fulton County Farm Bureau in Lewistown, IL for all land owners and Fulton County Board Members.
Navigator offered a development contract to Fulton County for approximately $9 million over the next 30 years.
Member Spangler stated Fulton County has no decision on the pipeline. The decision is pending approval from ICC.
The ICC will make a ruling in January of 2024 on the Co2 pipeline and if approved the pipeline will go forward.
Chairman Spangler stated McDonough County Board voted the planned development contract down.
Member Thompson inquired if any of the residents gave any feedback at the Co2 meeting.
Member Platt stated he learned a person needs a percentage of Co2 to breathe to utilize oxygen. Member Platt stated Navigator is wanting to put all this Co2 underground and at what levels and what is the purpose. This needs to be understood first.
Chairman Spangler stated if this passes he would like to see the funds used toward the highways and help the people the pipeline is affecting.
