Chairman Roger P. Clark called the Regular Session, April 12, 2022, meeting to order at
7:05 p.m. in Courtroom 201 at the Fulton County Courthouse in Lewistown, IL.

A. Regular Session – March 8, 2022
Member Berry moved to accept the minutes and place on file the regular session March 8, 2022 minutes with a second from Member McCullum. Motion carried by roll call vote (17-0).
ADDITIONS/DELETIONS TO AGENDA
Member Spangler pulled from the action agenda, Finance items 6,7 and 8.
Member Madson moved to approve the amended agenda with a second from Member Beck. Motion carried by roll call vote (17-0).

A. Discussion/Action: Resolution: Fulton County Disaster Proclamation
Member Madson moved to approve the resolution with a second from Member Kessel. Motion carried by roll call vote (17-0).
APPOINTMENT:
A. Discussion/Action: Resolution: Port Authority Appointment – Nestor Madson
Chairman Clark discussed Dan Silverton from the Port Authority contacted Chairman Clark regarding an appointment for the Port Authority and Member Madson agreed to the appointment.
Member Kessel moved to approve the resolution with a second from Member Spangler. Motion carried by roll call vote (17-0).

TREASURER’S REPORT
Treasurer Mayall reported County General expenditures of $1,119,587.24 and revenue is $1,469,360.76. The Surplus for March is $349,773.52.
Treasurer Mayall discussed County General loans for Mentally Deficient of $105,000.00 and the Mental Health loan of $120,000.00. The money was appropriated in the Fiscal Year 21-22 Budget. The monies will be paid back to the General Fund by November 30, 2022.
Member Thompson inquired about 2021 Mental Health Fund being $10,000.00 short on revenue in 2021 and if that had been repaid yet. Treasurer Mayall reported that it is still owed to the Working Cash Fund.
Treasurer Mayall discussed the Property Taxes are completed and the Property Tax bills will be sent out on time.
The audit will be completed soon and the audit will be presented at the May 10, 2022 Fulton County Board meeting.
HEALTH
Member Kessel discussed the Clayberg currently has one case of Covid. The Fulton County Health Department is holding vaccination clinics and encourages everyone to get vaccinated. The Covid numbers have been increasing in the county.
Member Kessel thanked Fulton County Board Chairman Clark for all the leg work that was done on the Clayberg parking lot project.
The Clayberg currently has 39 residents.
COUNTY HIGHWAY
Member Madson reported County Highway 2 is closed at Coal Creek. The Highway Department is grading and filling pot holes.
Member Platt discussed some of the mapping for Fulton County does not show the bridge closure over County 2 and inquired if there a better way to communicate this to residents. County Highway Engineer Keith Munter discussed that a press release was sent to all the newspapers, ESDA Facebook and through the Fulton County web site to communicate the closure. County Engineer Munter discussed six additional signs have been added regarding the road closure on County Highway 2. Chris Helle stated emergency services and the fire departments have all been notified the County 2 bridge is closed.
Member Platt is concerned out of town people will not be aware of the bridge closure.
PUBLIC SAFETY & CAMPGROUND
Member Deushane discussed there are four sheriff squad cars coming up for auction soon. The old radios will be given to Bureau County and will be picked up later this week.
The Campground is having a Come Fly a Kite event on April 23, 2022 from 1:00pm – 5:00pm. The new dump station is being installed.
The Campground new playground equipment arrived and will be installed the end of July 2022.
PROPERTY & COURTS
1. Discussion/Action: Courthouse trees
Member Berry discussed the removal of some trees at the courthouse. The pine tree is causing issues with the new air conditioners with pine needles in the new units. This will cause expensive and unnecessary repairs.
The AEP energy rate increase was discussed at the Property meeting.
Member Berry discussed prevailing wage is needed for the trees being removed. Justin Jochums States Attorney, stated the prevailing wage would be effective is construction or destruction is occurring. Member Berry had questioned if the removal the trees would be destruction. States Attorney Jochums will check further into the prevailing wage.
Fulton County Tree Service was approved by the Property committee for the tree removal.
Sheriff Standard discussed the tree in question is on the Northwest corner of the Courthouse. The courthouse maintenance engineer is having maintenance issues with the big pine tree. The pine tree will cause thousands of dollars in damage to the new air conditioners and needs to be removed.
The tree at the far East of the courthouse lawn is twisted and damaged from a previous storm and needs to be removed. The remaining trees at the courthouse all need to be trimmed. If the trimming of the trees is not done timely it becomes a bigger job than necessary.
Member Hudson discussed maintaining the trees protects the property at the courthouse and surrounding properties.
Member Kessel moved to approve the removal of the pine tree and the tree furthest to the East and trimming the remaining trees at the courthouse with a second from Member McCullum. Motion carried by roll call vote (17- 0).
PERSONNEL/LEGISLATIVE

FINANCE/INSURANCE
1. Discussion/Action: $2,207,165.00 ARPA Al__cpLocations for: the Spoon River Scenic Drive $40,000.00, Ipava HVAC upgrade and new ambulance $267,000.00, Fairview ETSB tower $190,000.00, Fulton County Clerk Digitization and Election website $78,665.00, Fulton County Fair Grounds bathroom project $300,000.00, Fulton County Sheriff Projects and hazard pay $600,000.00, Dunfermline Water & Sewer Hydrant/Hydrant installation $16,000.00, Vermont Water plant $30,000.00, Old Cuba High School HVAC $23,000.00, Ellisville Opera House lift project $30,000, Courthouse repairs $575,000.00 and $57,500.00 SRPED – FC Small Business COVID-19 Relief Grant program.
Member Spangle discussed at the last Fulton County Board meeting, ARPA funds of $2,000,000.00 from the for a new Highway building and $750,000.00 Small business grants – with SRPED were approved.
Member Kumer inquired what the Spoon River Scenic drive funds of $40,000.00 funds will be used for. Member Spangler stated the funds will be used for marketing the Spoon River Scenic Drive this fall.
Member Hudson inquired about the funds for the old Cuba High School and why the funds were not asked for from the City of Cuba. Member Thompson stated the City of Cuba only received approximately $100,000.00 from ARPA Funds.
Member Spangler moved to approve the ARPA Funds for $2,207,165.00 with a second from Member Madson. Motion carried by roll call vote (15-2) with Members Hoke and Hudson voting nay.
2. Discussion/Action: Ordinance: Lost Revenue Standard Allowance
Member Spangler stated the US Treasury changed mid-stream what the ARPA funds could be used toward. The ordinance is stating what Fulton County will use the lost revenue standard allowance for the ARPA funds.
Member Spangler moved to approve the ordinance with a second from Member Beck. Motion carried by roll call vote (17- 0).
3. Discussion/Action: Resolution: $5.00 duplicate tax bill to mortgage lenders
Member Spangler moved to approve the resolution with a second from Member Thompson. Motion carried by roll call vote (17- 0).
4. Discussion/Action: Resolution: $10.00 fee Mobile home local service tax enforcement Act.
Member Spangler moved to approve the resolution with a second from Member Duquenne. Motion carried by roll call vote (17- 0).
5. Discussion/Action: Resolution: $60.00 fee Property tax code Delinquent tax sale
Member Spangler moved to approve the resolution with a second from Member Kessel. Motion carried by roll call vote (17- 0).

4. Discussion/Action: DaCott Energy Gas & Electric Contract
Member Spangler discussed the DaCott energy Gas and Electric two-year contract. During the Finance committee, DaCott recommended the two-year contract from all the options.
Member Spangler moved to approve the DaCott Energy Gas & Electric Contract for two years with a second from Member Kessel. Motion carried by roll call vote (17- 0).

EXECUTIVE SESSION: None
MISC.
1. Discussion/Action: Updated Committee List 2022
Chairman Clark discussed the committee list updates, P&L added Member Duquenne, Negotiations removed Member Kessel replaced with Member Thompson and Heart of Illinois Regional Port District appointed of Member Madson
Member McCullum moved to approve the Updated Fulton County Board Committee List 2022 with a second from Member Thompson. Motion carried by roll call vote (17- 0).
ADJOURNMENT

Member Duquenne made a motion to adjourn the meeting at 7:58pm with a second from Member Bohler. The motion carried with all present voting ayes (17-0).
