Member Beck moved to approve the claims with a second from Member Platt. Motion carried by roll call vote (6-0).
b. Discussion/Action: ARPA Claims
Treasurer Mayall discussed the Spoon River Scenic Drive and the invoices do not match the claims provided. The claim was tabled.
The City of Cuba HVAC system and the technology claim were all approved for ARPA Funds.
Member Heller moved to approve the claims with a second from Member Southwood. Motion carried by roll call vote
(6-0).

a. Discussion/Action: Resolution: Public Transportation Applicant Ordinance
Comptroller Miles reported this s part of the federal grant application and is presented every year.
Member Southwood moved to approve the resolution with a second from Member Beck. Motion carried by roll call vote (6-0).
b. Discussion/Action: Resolution: Acceptance of the Special Warranty Grant Agreement
Comptroller Miles reported this is part of the federal grant application and is presented every year.
Member Heller moved to approve the resolution with a second from Member Platt. Motion carried by roll call vote (6-0).
c. Discussion/Action: Bond Compliance – Chapman
County Clerk O’Brian reported Fulton County is legally required to file papers to certify the County Clerk and the County Treasurer are transparent with the county debt. The fee for the bond compliance is $500.00 per year.
Member Southwood moved to approve engaging Chapman for the bond compliance with a second from Member Platt. Motion carried by roll call vote (6-0).
d. Discussion/Action: Additional Clerk Position – Assessment Office
Supervisor of Assessment Julie Russell discussed the additional clerk position. This is a salary grade 3 position in the Assessment office. This job was cut from the Assessment office in December 2020. The person will be doing the traditional work of the grade 3 position and training under the property and deed transfer clerk, and Board of Review Secretary. By adding this position, it will help to replace the position that will be retiring in the next few years in the Assessment office. The candidate has 14 years of title search experience within Fulton County. The candidate will assist with the process of setting up the GIS Department along with all splits and parcel combinations. A large part of this will be associated with the solar projects coming to Fulton County. With each land agreement, a parcel needs to be created and this will add approximately hundreds or thousands of parcels to the tax rolls. A legal description need to be created for each parcel. The current salary grade 4 position is going to have her work load doubled and this is on top of her normal job duties.
Once the current salary grade 4 position retires, the intention is to have the new person replace this position. Russell will ask the Finance Committee to reevaluate the open position grade 3 at that time in the future.
Russell stated currently half of the salary of the additional salary grade 3 would be funded by GIS and the remaining salary will be funded by the township billing line item.
Member Platt moved to approve the Additional Clerk Position – Assessment Office with a second from Member Southwood. Motion carried by roll call vote (6-0).
e. Discussion/Action: Selling tax delinquent property to Habitat of Humanity
Treasurer Mayall reported the average cost from Whitney for the tax sale sealed bids is $2,662.42. The appraisal from the Supervisor of Assessment Julie Russell is $25,500.00. The appraisal is based on if the sale was a real estate transaction.
The Finance committee authorized Treasurer Mayall to speak with Habitat for Humanity and offer selling the delinquent property they are interested in for $2,500.00.
Member Kessel moved to approve selling tax delinquent property to Habitat of Humanity for $2,500.00 with a second from Member Heller. Motion carried by roll call vote (6-0).

14. Assessment Report
Supervisor of Assessment Julie Russell reported the Deputy Assessors have begun the 2023 field work. The board of Review has adjourned for 2022 and the Assessment Office is waiting to see how many PTAB filings Fulton County will have with the State.
15. Circuit Clerk Report
Circuit Clerk Charlene Markley discussed that in 2021, she presented to the Finance committee and asked for assistance in purchasing PC JEMS software. The Fulton County Board approved the use of ARPA funds for the software.
In December 2022 or January 2023, the Chief Judge of the 9th Judicial sent an email regarding a new technology grant that could be used for software. Markley submitted the PC JEMS software request for the grant funds and was the granted. Circuit Clerk Charlene Markley returned the ARPA funds to Fulton County for another use.
