Roll call was taken, quorum was present
3. Approval of Previous Minutes – July 13, 2023
Member Platt moved to approve the minutes from July 13, 2023 with a second from Member Thompson. Motion carried by voice vote with all voting ayes.
4. Call for Additions/Deletions To and Approval of the Meeting Agenda
Member Thompson moved to approve the agenda with a second from Member Beck. Motion carried by voice vote with all voting ayes.

a. Discussion/Action: Helios Proposal
Member Platt stated he is opposed to selling the Clayberg.
Member Thompson stated if the county decides to sell the Clayberg she feels the Clayberg is in danger of closing.
Member Barclay stated the smaller nursing homes have a bigger risk of closing if the home is sold.
Member Spangler moved to approve the Helios Proposal with a second from Member Platt. Motion failed by roll call vote (0-6) with Members Barclay, Beck, Kessel, Platt, Thompson and Spangler voting nay.
b. Discussion/Action: Heritage Proposal
Member Platt stated Heritage has the experience in nursing home care management and the expertise the county needs assisting in the management of the Clayberg.
Member Thompson stated she was impressed with all the areas Heritage can help the county. The management fee of $165,000.00 plus a percentage is something to consider.
Member Thompson struggles with the $400,000.00 in savings Heritage stated the county could save to break even for the Clayberg.
Fulton County is not a health care expert and there are many issues that need to be resolved.
Member Kessel stated the revenue is all or none and it is a big risk for the county to take.
Member Platt stated the county should not be the owner of a nursing facility. Member Platt liked the idea that Fulton County would take part in the decision making process with Heritage. An outside Health Committee is needed with outside expertise to bring issues and solutions to Fulton County regarding the Clayberg.
Member Platt is in favor of the help and expertise Heritage has to offer. The Clayberg needs a hands on approach that is being offered by Heritage.
Chairman Spangler stated the presentation was great, the follow up was not good. The rules and regulations help would be a great benefit to Fulton County.
Member Barclay stated he is torn and sees both choices. Fulton County will need to put the time into fixing the issues at the Clayberg, but felt more information was needed.
Member Kessel stated there needs to be a separate meeting from the Advisory Health Committee and inquired who should be on this committee. The county should take nominations and form the Advisory Health Committee and the committee would make recommendations to the Health Committee.
This would allow a new set of eyes to look at the issues at the Clayberg.
Member Thompson stated first, the financial needs to be addressed then, staffing, and then the union and management need to meet on a regular basics. The meetings need to have solutions to go along with the issues.
Member Kessel stated the culture at the Clayberg is that of disrespect between management and employees, as well as between employees.
Member Platt moved to approve the Helios Proposal with a second from Member Kessel. Motion failed by roll call vote (1-5) with Members Barclay, Beck, Kessel, Thompson and Spangler voting nay.
c. Discussion/Action: Clayberg Advisory Committee
A nomination form and committee outline will be worked on for a Health Advisory Committee to be formed of Board Members, professionals in the health care industry and members of the public. This committee will report back to the Fulton County Health Committee.
8. Executive Session: 5 ILCS 120/2(C)(1) Personnel
Member Beck moved with a second from Member Platt to go into executive session at
6:42pm. The motion carried by roll call vote (6-0).
Member Thompson moved with a second from Member Platt to return to open session at 7:19pm. The motion carried by roll call vote (6-0).
9. Adjournment

Member Beck moved to adjourn at 7:20pm with a second from Member Kessel. Motion carried by voice vote with all voting ayes.
