Chairman Spangler called the Regular Session, January 17, 2024, meeting to order at 6:31 PM in Courtroom 201 at the Fulton County Courthouse in Lewistown, IL.

A. Regular Session – December 12, 2023
Member Berry moved to approve the minutes with a second from Member Murphy. Motion carried by voice vote with all ayes.

Member Thompson moved to approve the agenda with a second from Member Beck. Motion carried by voice vote with all ayes.

A. Andy Fyffe Recognition of Retirement
Andy Fyffe, a longtime employee of the Veterans Assistance Commission, is
Retiring; Andy Fyffe has faithfully served the residents of Fulton County working as
Superintendent since August 1, 2008. The Fulton County Board thanks Andy for his survives to the County and the Country.
Member Berry moved to approve this proclamation with a second by Member Murphy. Motion carried by voice vote with all ayes.

TREASURER’S REPORT
Treasurer Mayall reported that County gen revenue for December was $984 Thousand, with expenses of $1.2 Million. W2s have been distributed.
COMMUNITY DEVELOPMENT, ZONING
a. Resolution: Reappointment of Sally Clark to Fulton County Zoning Board of Appeals for a four-year term.
Member Kessel moved to reappoint Sally Clark with a second from Member Murphy. Motion carried by roll call vote with all ayes.
b. Resolution: Reappointment of Cathy Eathington to the Fulton County Zoning Board of Appeals for a five-year term.
Member Kessel moved to reappoint Cathy Eathington with a second from Member Sloan. Motion carried by roll call vote with all ayes.
COUNTY HIGHWAY
Member Heller complimented and thanked the Highway Department team for their work during the winter weather.
FINANCE, INSURANCE, PERSONNEL, LEGISLATIVE
a. Discussion/Action: Financial Policy
Member Thompson moved to approve the financial policy with a second from Member Beck. Motion carried by voice vote with all ayes.
b. Discussion/Action: Biometric Information Security Policy
Member Thompson moved to approve the Biometric policy with a second from Member Murphy. Motion carried by voice vote will all ayes.
HEALTH
Member Platt reported that Clayberg has a couple of positive COVID cases.
PROPERTY, COURTS, PUBLIC SAFETY & CAMPGROUND
a. Discussion: Mowing Bids
The request for mowing bids has been published and is due Friday, February 2nd.
Member Williams also reported that the Board Office roof has been fixed and that the Jail Meals are going well.
EXECUTIVE SESSION: Closed Meeting Minutes 5ILCS 120/2(c) (21) and 5 ILCS 120/2( c) (1)
Member Platt moved to go into executive session at 6:53 PM with a second from Member Williams. Motion carried by roll call vote (14, 0)
Member Thompson moved to exit the executive session at 7:10 PM with a second from Member Southwood. Motion carried by roll call vote (14, 0)
MISC
b. Discussion/Action: Review Executive Sessions
Member Murphy moved to keep sessions closed with a second from Member Beck. Motion carried by voice vote with all ayes.
c. Discussion/Action: Hiring Campground Host
Member Williams moved to hire Andrew Picton as Campground Host with a second from Member Widger. Motion carried by roll call vote (13, 1) with Member Berry voting nay.
ADJOURNMENT
Member Thompson moved to adjourn with a second from Member Widger. Notion carried by voice vote with all ayes.
