2. Roll Call
Roll call was taken, quorum was present
3. Call for Additions/Deletions to and Approval of Agenda
Member Arnett moved to approve the agenda with a second from Member Deushane. Motion carried by roll call vote (7-0).
4. Approval of Previous Minutes – June 8, 2022
Member Madson amended the minutes for the County Highway to state: “Bids for the new Highway building architecture have been sent out.”
Member Deushane moved to approve the amended June 8, 2022 minutes with a second from Member Madson. Motion carried by roll call vote (8-0).

9. Reports from Committee Chairs
a. Community Development
Member Bohler discussed the Green Subdivision off of West Hickory. The property owner is selling the house and buildings and will keep the farm ground.
b. Finance/Insurance
Member Kessel reported Safety, Liability Insurance and Risk Management will be added to the Finance agenda.
ARPA funds will be discussed at the August Finance meeting.
The FY23 budget is being worked on.
c. Health
Member Kessel reported no Covid at the Clayberg. Currently there are 40 residents at the Clayberg.
The Clayberg received a fine from IDPH due to a portal not working properly. The portal issue has been fixed.
Covid numbers are up in Fulton County.
d. County Highway
Member Madson reported culvert work is being done on County 15 and the road is closed.
The County 2 bridge work is just about complete and will reopen soon.
A resolution for the Highway building using ARPA funds and the bond amount for the remaining funds will be on the board agenda.
e. Property & Courts
Member Arnett reported the committee is waiting on bids from Bill Phillips. The Clock Tower work will be done this fall. The bids for the floors work that needs to be done in the courthouse will be sent out. Bids will be submitted for the women’s restroom in the courthouse. Member Kessel asked why the bids for both restrooms was not being done.
Member Arnett stated with the amount of the estimated bid the Property committee would not have enough funds for all the projects that need to be completed.
The four trees were removed from the front of the courthouse.
Chairman Clark reported the cannon wheels are finished and will be reinstalled soon.
f. Personnel & Legislative
Member Thompson reported an appointment from last month will be rescinded and the new resolution with the corrected date will be presented.
The vacation, sick, holiday and memorandum for at-will employee’s policies is completed. This will conclude all revisions of the policy manual.
g. Public Safety & Campground
Member Deushane reported Sheriff Standard will donate the Crown Victoria car to the Canton High School Automotive Program.
10. Misc.
a. Discussion: Negotiations Meeting
Member Clark reported the Negotiations committee will meet on July 18, 2022 at 4:30pm at the Fulton County Board Office.
Member Thompson signed up for the UCCI conference at Galena IL. UCCI pays the mileage and part of the hotel and a $400.00 stipend is allowed for the conference.
Chairman Clark has been checking with Davis Ford in Canton, IL regarding a used vehicle for the Zoning office. There is money in the vehicle fund and the part-time administrative assistant line item. The vehicle that is being considered has 27,000 miles and would cost approximately $24,000.00. The Zoning office will trade in the Expedition.
Clark stated the vehicles purchased through the State of Illinois are Ford Explorers and the cost is approximately $38,000.00.
